Ib commands signified in Mr Hammond's letter of the Sept inst: stating that he was directed to transmit to us the enclosed correspondence with the Colonial Office and the Board of Trade, respecting the manner in which H.M's Naval forces may be employed in giving effect to the Chinese Passengers Act, and with reference to the question raised therein as to whether a Foreign British vessel if legally seized in one Port can be carried over the High Seas before condemnation to another British Port; and to request that we would
